a port and place rubber safety surface and benches to match the existing park benches. the play area will be surrounded by landscaping and a fence with a gated entrance from the existing interior park pathway. there will also be a donor recognition plan to tastefully recognize donors who support this project. in march of 2012 the rec-park commission approved the conceptual plan. the donor recognition plan, and the recommendation to the board of supervisors to accept and expend this grant. and in may they approved the memorandum of understanding between the parks alliance, the friends group and rec park. so, now the san francisco parks alliance, as the friends group fiscal agent, they are prepared to make two grants. one part of the grant is a cash gift valued at $37,500 which is to fund the cost of the rec parkman jerk to oversee this project during construction and to make sure that the friends group really adheres to the city's policies and guidelines. the second part of the grant is about $830,000, and that is the cost of the entire playground which will be a gift to the city. cur

as to reconfigure the streets in that area and the port of san francisco is also working to rebuild the quint street lead track. that facility oh facilitate -- facilitates a lot of their activities. there are a number of different plans ongoing and this project will need to be compatible with those. give you an update on what we have done since we came to the board for appropriation back in march. that work has included really looking doing some additional due diligence and looking at the design the cal trains developed and coast estimates. to review, we had designs proposed two of which really are the one that's would meet our needs in terms of local access and facilitating that station. one of those is a wider bridge option that would allow existing quint street to continue under the tracks while allowing platforms on top. that bridge exceed significantly in the amount of funding that we have available. the other remaining option is a berm option that would essentially extend the railing across quint street closing the existing quint street but facilitating a future station. that would cost about

to be able to clear the ports and the channels to be able to open it up for maritime traffic in the bay. this part, this event, was the satellite, construction of a satellite medical facility. some of our military capability is we have the right engineers and people that can go in and rebuild infrastructure and support. so one of the things they did during this exercise, they actually went in there for about a week-long event and actually constructed a building and this also helps us it restore capability to wherever we are responding to. this shows a lot of different response here. this is our urban search and rescue event that was part of the overall exercise. we had a lot of different partners that responded to this rubble pile. we had urban search and rescue, u.s. coast guard, and this provided an opportunity for our military to work with the federal and state partners there in learning how to interact with their agencies and also being able to learn some of the different capabilities that they have in using their equipment. we also had some medical partners there where they were

not practice that here? and so two years ago we gathered with our own departments from the port of san francisco to our sheriff to our police and fire, led by our emergency management division, getting all of our departments from public works to our mta and others together to understand what our roles were and to begin something that i think other cities are beginning to understand are invaluable, creating the relationships, doing the table top exercises and then taking that further step of progress that we've done that i saw personally yesterday is going from table top exercises, going from green our counterparts and all the different ranks and understanding their roles to actually practicing what we do. and i can't think of a department more than our public health department who has the best trauma center in the bay area in san francisco through our general hospital to then be with me yesterday and understand how an emergency surgical pop-up tent can be created in less than one hour on the beach of san francisco. and to know and to look these people in the eye, the people from the u.

in pensacola, florida, and i owned the branch clinics that existed in new orleans, pascagula and gulf port, mississippi. we thought we had dodged the bullet and then the levies broke and who would have predicted that there was a sea of humanity in the super dome that basically was in extreme miss? who would have predicted in this day and age we would lose many, many people based on the fact they couldn't be medevacked, that the hospitals themselves had been flooded and the hospital staff was having to carry critically ill patients up to the top floors to avoid the water that was filling in the rooms. who would have predicted that? and were we set up to handle that? and who would have predicted in the early goings there would be civic disorder and civic disobedience and lack of command and control and then the military came there and provided that stability for a while until the civic authorities took over and eventually got things moving in a fairly organized continuum. we learned a tremendous amount of lessons from that, lessons that i hope no other city will ever have to repeat again

. the first shot report we were saying 3:29 p.m. local time in port land. now they are saying the first call was at 3:20 p.m. that time of the afternoon, moms and kids at the santa store, the foot court full of people. christmas shopping going on intrps to macy's there. the food court and this camera shop and in come ins this man clad in camo mask on his face carrying this weapon and just begins shooting apparently in the early going at random. walked by a game shot and shot there according to their witnesses walked around by this macy's and shot there according to witnesses. all the while running and screaming. you heard reports from mall employees and mall managers saying that some stores were closing their gates. others didn't know what to do. jewelry store employees according to a report you heard somebody was going on. news conference now being reported widely. that the suspect has been neutralized the suspect may be dead and in fact he may be one of the two people dead inside that mall or confirmed dead. we have multiple reports now of shooting others trying to get out of this scene yo

. this is a developing story that started about 3:20 local time out there in port land. it happened at the clackamas town center. and again the gunman has been dead now for about seems like maybe 30, 40 minutes. we are just getting confirmation that that has happened. let me tell you how this broke down. imagine, it's 3:20 in the afternoon. you are in a macy's store. you hear shots fired. one witness is saying at least 60 shots were fired. the gunman was using a semiautomatic rifle. he was wearing a cam fallujah outfit and a mask. now, you have this is happening outside of the food court out there at the macy's. 3:it 20 local time. parents are taking kids to see san that who was out there at the mall for christmas photos. then you have several blabs on scene there still unfolding, the mall has been blocked off, authorities were able to block off that mall and get all of the employees out as well as the shoppers as you can imagine eyewitnesses describing that scene out there as chaos. people screaming people were running and naturally parents were grabbing their children and pulling them to safety gipp th
